OBJECTIVE:
Primarily, the Project is
aimed at enhancing the capacity of Local Government by
improving the efficiency, effectiveness, transparency and
accountability of District, Tehsil and Union
Administrations; ensuring that the Local Governments are
responsive to the needs of communities and are capable of
addressing the priorities of poor people.
MAJOR
ACTIVITIES:
Towards these ends the
project will support the Local Governments to establish
transparent, accountable and sustainable planning,
budgeting, management and revenue generating systems, so
that it can respond effectively to the priorities of local
communities, and better addresses their needs.
The project will focus on
improving management systems and developing the skills of
Elected Representatives, Tehsil Officers, Communities and
Civil Society Groups in working effectively together. The
project will assist communities to better organize
themselves and making their priorities known to the Local
Governments, to plan and implement programmes with the local
government, an
EXPECTED
OUTPUTS:

Transparent, accountable and sustainable planning,
budgeting, management and revenue generation systems in
place.

Capacity of councilors and local government staff to work
effectively and in participatory ways with communities to
identify and respond to key priorities enhanced.

The
District council uses improved systems and ways of working
to enhance access and the quality of school education.

Tehsil
councils use improved systems and ways of working to
enhance access to water and sanitation services.

Communities empowered to voice their priorities to union
councils, to participate with Local Government in planning
and implementing programmes and to monitor the work of
councils and councilors.

Effective monitoring and
impact assessment systems and communication strategy in
place so that lessons are learnt, acted on and
disseminated within Punjab and outside in timely and
effective ways.

The Strategic Policy Unit (SPU)
strengthened to play a key policy and coordinating role in
the district.
